We don't bid on public works, how do you know who wins?

Contract awards are public (PSCP in Catalonia; PLACSP as an extension): who won, which project and for what value, gets published. The radar reads it and brings it to you clean, without you having to go through bulletins.

Is this the same as the Tender Radar?

No. That one is for whoever bids on public works; this one is for whoever sells to the winner —suppliers, subcontractors, installers. Same data source, opposite use.

How do you know who to call inside the company?

The sheet gives you the company and the project they won. Knowing who to call (decision-maker's name and role) is an optional module, quoted by scope —it doesn't come included by default.

Is there a minimum term?
